With 35 years of experience, Rey is a highly regarded criminal defense attorney based in Houston, Texas. He earned his Juris Doctor from Thurgood Marshall School of Law and an MBA from the Texas A&M System.  In pursuit of higher knowledge above the JD, he received his postdoctoral LLM from the University of Dayton, a Catholic Maronite institution in American and Transnational Law.  His legal career in civil law, in addition to numerous transportation, business, and environmental matters, includes serving as Chief Counsel for the Texas Mexican Railway, the oldest railroad in Texas. His criminal law career includes serving as a chief prosecutor in Webb County, Texas, where he honed his courtroom litigation skills prosecuting national and international defendants.  In Harris County, he served as chief of the Mental Health Division of the Public Defender’s Office, where he championed the rights of individuals facing psychological challenges in the criminal justice system.  In recent years, in addition to his private practice, he has represented members of the Harris County Mexican American Sheriff’s Organization and CLEAT in various capacities under contract. This includes OIS, Deaths in Custody, Criminal Representations, Drafting Appellate Amicus matters before the 1st Court of Appeals, drafting new penal code proposals for CLEAT and the Texas Senate, City Arbitrations, Loudermills, and administrative appeals before various law enforcement agencies.

He holds a Visiting Professorship at Thurgood Marshall School of Law, where he has taught Criminal Procedure and Motion Practice for decades.  His most recent publication, “Texas’ Operation Lone Star, the Supremacy Clause, and Dual Federalism in Light of Arizona v United States,” published by the A&M Law Review, has been well received by the public and academic communities at the national and international level.  With his diverse legal background and academic experience, Rey has served the members of CLEAT and MASO with distinction, tenacity, and a genuine concern for the law enforcement community.
